Use frames 0-10 to relax the cloth, than use "dress state" and "init state" to set the starting point for the dress simulation.
Try to set higher value for the gravity.

I also noticed that with every change in clothilde is a good idea to save/close/open the file or you can get wierd simulations...dunno why...
